The Uganda National Roads Authority (UNRA) has yet to cut off more than 6,000 land titles issued by citizens to the authority to cut off areas purchased by the authority for the construction of various roads.
These are the findings of the report of the Parliamentary Oversight Committee on Public Enterprises (COSASE), led by Busiro East MP Owek Medard Lubega Ssegona, presented in parliament.
The report showed that as of November 2023, UNRA had 8,101 citizens’ titles, but UNRA returned only 1428 titles.
6678 UNRA titles still failed as the Ministry of Lands has not completed the plan to cut off the areas, which UNRA bought for road construction.
COSASE warned that UNRA’s failure to issue land titles to citizens is preventing them from developing their land for profit because they do not have land titles.
Districts including Mukono, Kampala, Wakiso, Mpigi and other parts of Buganda, the commission found that UNRA has the highest number of land titles.
On the Northern By pass, of the 805 titles taken by UNRA, it returned only 87 titles.
The report, comes as the government has decided to transfer UNRA to the Ministry of Roads.
The bill to abolish UNRA, is still in parliament.
